Help - clear glaze not sticking?

I had my friends paint bisqued cups with Mayco fundamentals underglazes. I then did a 3-4 sec dip of bright clear. When I was glazing them it kind of looked like the glaze was separating and not a smooth normal coat but I naively just went with it. They came out of the glaze kiln and they are rough. They are only shiny where the clear glaze dripped back on itself. They are not smooth and glossy like the other pieces I coated with clear glaze.

Are they good safe? (I’m guessing not). Why did this happen? How do I prevent this from happening?

The same thing happened to me a little while back because I painted underglaze on my bisque pieces. I definitely recommend using underglaze on green ware instead!
